NOTES FOR CLUB SECRETARIES


1. Please read your Rule Book regularly and ensure the contents are understood. Seek any clarification you need from the Leagues Secretary or other official of the League.

2. Before obtaining the signature of a player, ensure that the player has not previously signed for any other club in this League for the current season. Players may only sign one Registration Form in a season.

3. Transfers may only be dealt with in accordance with Rule. Transfers cost £10.00. If in doubt, contact the Registration Secretary.

4. Your attention is drawn to Rule 20 (C), regarding the notification by Home clubs of all match details to the opponents. Also to Rule 20 (C) that the Home or First-named team must confim match details with the appointed Referee. Any changes to fixtures will be notified to both clubs on the F.A. website.

5. Any query over fixtures should be directed to the Fixture Secretary, calls no later than 9.00p.m. Queries over Referees should be referred to the Referees Secretary between the hours of 6.30p.m. and 9.00p.m. Monday to Saturday and 9.00a.m. to 9.45a.m. on Sundays.

6. It is the responsibility of the Home or First-named club to notify the Fixture Secretary the Referees Secretary of a cancelled or postponed fixture. An appointed Referee must also be advised. Where a match is postponed due to inclement weather (or other reasons) the home or First named club is responsible for advising; (A) The League Fixture Secretary and Referee’s Secretary. (B) The opposing team. (C) The Referee and Assistant Referee if appointed. This action should be taken as early as possible to avoid unnecessary inconvenience, please refer to League Rule 20 (E) (iii). Failure to do so shall result in a fine being issued. Postponements on the day of the match MUST be made by telephone, not email or S.M.S. The telephone call shall be acknowledged by the opposition and match officials.

7. It is the responsibility of the Club Secretary to ensure that the players representing the club in all League and Cup matches are eligible in every respect. Your attention is drawn to Cup Competition Rules and Regulations 6 (i) concerning the provision of squad lists to the Registration Secretary as per Rule.

8. If an appointed Referee fails to attend the match, the Referees Secretary MUST be advised. In the event of no Referee being appointed, or fails to attend, both clubs MUST AGREE A SUBSTITUTE REFEREE who, for the purposes of that match, shall have full power and authority. A Substitute Referee shall not be permitted to take part as a player in the match. Each team must be in possession of a whistle and a set of Linesmen’s flags for just such a situation as mentioned.

9. In accordance with F.A. Rule, each club may use up to FIVE substitute players in a match. The names of the substitutes, up to a maximum of Five, MUST be given to the Referee prior to the commencement of the match. A player not so named shall not be allowed to act as a substitute. Only those substitutes used in the match shall be named on the match card Rule 20 (G) applies. Clubs failing to kick off on time shall be reported by the Referee as Rule 20 (A) applies.

10. It is a requirement that all shall be numbered in the Mens league, Rule 19. This also applies to substitute shirts.

11. The match result notification clearly showing the forename and surname of the team players with their fan number who represented the club, with all other information required shall be received by the League in accordance with League Rule 21 (A).

12. Each Club shall send by electronic message to Full Time by 3.00p.m. for Sunday matches and 9.30p.m. for evening matches the correct result of the game shall include the results of all F.A. and County Cups. A responsible member of the Club shall submit the match result notification, correctly completed. The Management Committee shall have the power to take such action as they deem suitable against a club which submits incorrect information. Any club found guilty of failing to submit or making false entries on the FA’s Full Time system shall be liable to an automatic fine as per League Rule 21.

13. Keep telephone calls to League Officials to a minimum and at a reasonable time. Where stated, times of calls must be adhered to! All correspondence from the League must be read and actioned immediately.

14. Misconduct by officials and players reflects badly not only on the team but also on the good name of the League. Please make every effort to assist the League and your club to a trouble-free season.

15. Secretaries are reminded that, under F.A. Rule E3 and E20 and League Rule 12 (C) clubs are responsible for the conduct of players, officials, supporters and followers.

Proven cases of misconduct will be dealt with severely!
